Stephen Burrows

Stephen Burrows
BEng CEng MIStructE

Stephen Burrows joined Doran Consulting in 2015 with over 17 years’ experience as a structural engineer and as a Chartered Member of the Institution of Structural Engineers (2007). He has a wide variety of project experience, ranging from local landmark educational establishments to international award winning structures such as the world class auditorium within the King Abdulaziz Centre for Knowledge and Culture in Saudi Arabia. Stephen has extensive experience in providing structural engineering solutions within Retail, Education and Energy sectors and is currently acting as the project lead for the delivery of the Teesside Renewable Energy Plant, in the North East of England.

Anthony Carr

Anthony Carr graduated from Queen’s University of Belfast in 2008, with a First Class Honours Masters degree in Civil Engineering.  Following graduation, Anthony joined Doran Consulting, having previously undertaken a year in industry and a number of summer placements with the company.  Anthony was a member of the winning team, who represented Doran Consulting in the 2010 ICE Communications Competition, achieving first place in the National Final.  Anthony became a Chartered Engineer in 2015 and was appointed to the post of Associate in 2016.

Anthony works as a team leader within the Infrastructure sector of the company, having gained valuable experience in a wide range of civil engineering projects including the development of harbours, airports, highways, hospitals, schools, waste management facilities and power transmission infrastructure.  Anthony has also gained extensive experience in project management and contract administration, primarily using NEC Conditions of Contract.

Throughout his career, Anthony has developed a keen interest in sustainable development and has developed a particular expertise in the design, modelling and implementation of sustainable drainage systems (SuDS).


James Cochrane
MEng CEng MIStructE

James Cochrane joined Doran Consulting in 2007 and has worked on a wide range of Structural Engineering projects over a variety of sectors. He started in the education sector working on University projects providing both research and lecture facilities before progressing to work in the health sector where he has worked on health and wellbeing centres and hospital facilities including the recently opened Omagh hospital. His range of experience also extends to both residential and office developments and includes the City Quays development at Belfast Harbour, having worked on both City Quays 1 and City Quays 2. He is currently a team leader in the power transmission sector of the company having completed the Structural Design of the award winning East West Interconnector which links the British and Irish electrical grids and presently the Caithness- Moray HVDC Link.

Fraser Dick

Fraser Dick

Fraser Dick joined Doran Consulting in 2014 and is a Chartered Member of the Institution of Civil Engineers. He currently leads a multi discipline team in the design of heavy civil and structural engineering structures in the marine and harbour sector, having previously gained extensive experience in bridge and highway structure engineering. Fraser is experienced in project management and contract administration under a variety of Conditions of Contract; including NEC, ICC and Irish Government Public Works Contract. Additionally, Fraser is a member of the national UK Steel Piling Group and has provided lecturing services at Queen’s University Belfast.

Karen Dolan

Karen Dolan joined Doran Consulting in 1996 and was appointed to the post of Associate in 2004. She has over 20 years’ experience in civil engineering design and project management with particular expertise in Principal Designer Services and Health & Safety.  

Karen’s Principal Designer experience ranges from new sports and leisure complexes, new education facilities, new office blocks, refurbishment projects, health estates projects, redevelopment of airports, new port and harbour refurbishment works, public health and infrastructure projects.

Recent key projects for which Karen has provided Principal Designer services include Project Curium London Luton Airport comprising new departures pier and terminal extension, City Quays development Belfast (5 & 7 storey office blocks and 188 bedroom hotel), Omagh Hospital (primary, secondary and community healthcare) and the construction of a new teaching block at University of Ulster Magee, comprising lecture theatres, teaching rooms and hub areas.  

Karen’s civil engineering design and project management experience ranges from project design of water treatment schemes, to design, contract documentation and administration of water supply, sewerage, wastewater treatment schemes, harbour refurbishment and leisure projects.

In addition to providing Principal Designer services to clients, Karen oversees the company’s Health & Safety procedures and provides H&S training to staff.

Sean Douglas
BEng CEng MIStructE

Educated at St. Malachy’s College and Queen’s University Belfast, Sean joined Doran Consulting after graduating in 1988. Sean became a Chartered Structural Engineer in 1996 and was appointed Associate in 2002.

Sean has a particular interest in both the design of new buildings and refurbishment of existing structures. He has worked on many prestigious projects in the public, private, commercial and industrial sectors. Sean has particular expertise in the provision of structural engineering solutions in the fields of education and healthcare.

Geoff Johnston

Geoff Johnston is a Chartered Scientist and Chartered Engineer with over 20 years’ experience in the areas of water quality, water supply engineering and wastewater engineering including water treatment plant treatability studies, wastewater treatment plant process design, civil design and feasibility, environmental monitoring and chemical analysis.  

Geoff joined Doran Consulting in 2000 and was appointed to the post of Associate in 2006. Since joining the company, he has worked as part of the Public Health team. Prior to joining the company, Geoff worked for 8 years in the IRTU Water Quality Branch carrying out specialist water sampling, flow measurement and laboratory chemical analysis.  

Key projects in which Geoff has been involved include carrying out treatability studies for Caugh Hill (38MLD) and Glenhordial (8.5MLD) water treatment plants, and feasibility studies for wastewater sludge and backwash management. Geoff has also been involved in the process design for more than 15 wastewater treatment plants, each designed with the capability to provide water treatment services for up to 25,000PE, and civil design for more than 20 capital wastewater treatment plant and sewerage schemes.

Geoff has also provided project management and site supervision services on a range of projects, notably acting as lead site supervisor on a 3 year multi-site project for new wastewater treatment and sewerage facilities.

In addition to providing a range of civil engineering services to clients, Geoff is a member of the Northern Ireland CIWEM committee.


Roger Knipe
MEng CEng MIStructE

Roger joined Doran Consulting in 2016 and is a chartered structural engineer with over 12 years’ experience in building and infrastructure design.  He has particular experience in commercial buildings, industrial and process structures, transportation structures and education projects.  Roger works closely with clients, other designers and contractors to ensure that projects are delivered to the highest possible standard.  Roger is currently leading the structural and civil engineering design for the 16-storey City Quays 3 office development in Belfast Harbour, the new Southern Regional College campus in Armagh and the redevelopment of Parliament Hill School in London.  He also sits on the Council of the Institution of Structural Engineers and has served as a reviewer for technical articles to be published in the Institution’s journal. 

Jeff Meeke

Jeff Meeke joined Doran Consulting in 2000 and was appointed to the post of Associate in 2006. He has over 14 years’ experience in a range of civil engineering areas of expertise including water and wastewater treatment, infrastructure, sports pitches and harbour development.  

Jeff is responsible for a range of projects including potable water treatment and distribution, wastewater treatment and sewerage systems. He has produced a range of feasibility appraisal studies, taking capital projects for public sector clients including NI Water through to design and procurement. In addition, Jeff has been extensively involved in a range of Design & Build commissions for a range of wastewater treatment works including those at Coalisland and Magherafelt.

Recent key projects in which Jeff has been involved include providing design and project management services in relation to the construction of the new wind turbine assembly facility, quay wall and deep water berths at D1, Belfast Harbour. In relation to this project, Jeff was specifically involved in the management of the installation of additional seabed protection stone.

Sean McShane

Sean McShane

Sean McShane joined Doran Consulting in 2002 and currently works as a team leader within our Structural department. He became a Chartered Member of The Institution of Civil Engineers in 2013 and a Chartered Member of The Institution of Structural Engineers in 2015. Sean has gained comprehensive structural experience in a wide range of projects including schools, retail and commercial developments, sports facilities, on-shore marine works, building refurbishment and condition inspections of existing structures. He is currently the project lead on the City Quays Hotel and Multi Storey Car Park schemes in Belfast.

Gavin Nicholl

Gavin Nicholl joined Doran Consulting in 2001, became a Chartered Engineer in 2006 and was appointed to the post of Associate in 2007. Gavin was nominated for the James Rennie Medal and the Renee Redfern Hunt Memorial prizes by the Institution of Civil Engineers' Professional Reviews Committee in 2006.

Gavin specialises in civil engineering and has experience in infrastructure design, airfield design, river engineering and marine and harbour engineering. Gavin has extensive experience in project management and contract administration for both private and public sector clients using ICE and NEC Conditions of Contract.

Recent key projects in which Gavin has been involved include the creation of a new aircraft stand at George Best Belfast City Airport. To meet the client’s stringent deadlines, Gavin developed a bespoke fast track procurement process to allow the successful contractor to commence works as early as possible. Through careful planning and management the stand was opened on time and within budget with no undue disruption to airport operations.

Gavin has recently managed the refurbishment of the quay walls throughout Kilkeel Harbour. This NEC Design and Build contract led to the life of 300m of steel sheet pile quay walls being extended by 40 years. Again careful planning led to the project being delivered on time, within budget and with minimal disruption to the harbour operations.

Gavin also leads a team of civil engineers within the company in the design of the civil engineering aspects of new buildings including earthworks and infrastructure. Recent projects include Lagan College, Torbank School, Eirgrid’s East West Interconnector, Omagh Enhanced Local Hospital and Altnagelvin Hospital.

Jonathan Skelton

Jonathan was educated at the Royal Belfast Academical Institution and graduated from Queen's University Belfast in 1986. He joined Doran Consulting in 1990 and was appointed Associate in 2002.

Jonathan is responsible for many of the company's traffic and transportation projects including Traffic/ Transport Assessments for development proposals, traffic surveys, traffic management schemes, traffic calming surveys, highway improvement schemes and highway infrastructure design.

He has extensive experience of addressing road and traffic issues during the planning process for a wide variety of development types.

David Whiteside

David was educated at Bangor Grammar School and Dundee University. After graduating in 1985, he worked with Farrans (Construction) Ltd and Bullen and Partners in Glasgow. He joined Dr I G Doran & Partners in 1991 and became Associate in 1999.

David specialises in the areas of bridge and highway structure engineering and geotechnical engineering. He has been involved in a wide range of bridge and highway structure engineering projects including bridge inspection, assessment, strengthening and refurbishment projects, many undertaken to major city centre bridges and those associated with the motorway network. He has also been involved in numerous new bridge design projects.

David has particular expertise in the special inspections of post-tensioned concrete bridges. In the field of geotechnical engineering, he is responsible for the preparation and procurement of site investigation contracts for foundation design, earthworks suitability, slope stability and earth retention.
